Born and raised in central Iowa, Harley developed a deep and abiding love for his home state. This is what ultimately led to a career marketing the finest attributes of Iowa and the Midwest.
Harley’s development career began with the Industrial Development Division of the state development agency, then called the Iowa Development Commission. Skilled in developing deep trust and respect with high-level corporate executives and leaders throughout Iowa’s best communities, Harley managed over two-dozen successful plant location projects in Iowa, including five for the same corporation, a Canadian-based car and truck parts manufacturer. No development professional before, and none since, has achieved that level of success.
Success with the state agency led to his being recruited to head the Greater Des Moines Chamber’s development program. Working with leaders throughout central Iowa, many successes were accomplished, including launching the first-ever Des Moines skywalks which today link several square miles of the downtown core. He was the first to develop an ongoing partnership with Des Moines Area Community College, which grew to the point where the DMACC president became the chair of the development board overseeing the Chamber’s program. He served two terms.
Harley had been both an Air Guard fighter pilot and an airline pilot before starting his development journey. This led to his recruitment as both development director and corporate pilot, flying the C-90 King Air for Abild Construction, then a Butler Design/Build company serving a multi-state market. Just months into this exciting opportunity, sky-rocketing interest rates shut down much of the market and ultimately the position too. The next few months were spent managing several properties for another company in Des Moines…until a call came from Shive-Hattery Engineers and Architects.
Thirteen excellent years with Shive-Hattery led to strong growth in the central Iowa offices, followed by a similar result in Bloomington, IL, after an acquisition in that market. Many new clients led to Shive-Hattery building new offices in Bloomington, but Harley would return again to the Iowa he loved, selling commercial real estate for Hubbell.
In the late nineties, Harley formed his own consulting firm…HLT Development Services LLC…and continues in that role today. Two clients during this period choose more committed service, leading to interim positions with first, Ayars & Ayars Design/Build, serving Nebraska and Iowa…and later, Bank Iowa, at their West Des Moines headquarters.
A charter member of the Professional Developers of Iowa, Harley’s peers selected him for Life Member status in recent years. He continues adding new people to his professional network.
Harley has served and continues serving in many leadership roles, including his present presidency of the Air Force Association’s General Charles Horner Chapter covering central Iowa. He is a retired Air Force Lieutenant Colonel.
